In many cases and particularly as home ages and settles the roof edge at the eave edge can wave in and out by more than this amount. Simply put this is faulty installation where the shingles extend too far over the edge of the roof or are too close to the edge. The edge of the shingles should hang over a roof between an inch and an inch and a half or between a half inch and three quarters of an inch if drip edge flashing is installed. The 3 4 overhang of the shingle creates a full 1 overhang from the fascia to the edge of the shingle.

The rake edge is the extreme edge of the roof on either side. Gutters should be hung where a straight edge laying on your roof shingles can easily extend over the front lip of the gutter this is the proper installment location for the high point of the gutter. Ed the roofer if what you say about fixing the problem cutting the edge is the proper way to do it than i m not terribly upset. Too little overhang and the water can leak through into fascia boards.
